ช่วงระยะเวลาที่ผ่านมา รายงานและบทวิเคราะห์ประเด็นการบังคับย้ายถิ่น/พลัดถิ่น (Forced Displacement) มักจะมุ่งเน้นไปที่สาเหตุจากความขัดแย้ง ภัยพิบัติ การเปลี่ยนแปลงสภาพภูมิอากาศ และโครงการพัฒนาต่างๆ และยังไม่ได้มีการกล่าวถึงประสบการณ์ผู้ถูกบังคับย้ายถิ่นในฐานะปัจเจก ผ่านอัตลักษณ์และปัจจัยทางสังคมและเศรษฐกิจมากนัก แม้ว่าจะมีผู้สนใจอธิบายปรากฏการณ์การบังคับย้ายถิ่น/พลัดถิ่น ผ่านกรอบการวิเคราะห์ด้านเพศภาวะ (Gender) มากขึ้น แต่ดูเหมือนว่าการวิเคราะห์ผ่านความสัมพันธ์ทางอำนาจ อัตลักษณ์ เชื้อชาติ ชาติพันธุ์ ศาสนา และสถานะทางสังคมนั้นมิได้ถูกอธิบายอย่างลึกซึ้งเท่าไรนัก งานศึกษาส่วนใหญ่มักจะละเลยประสบการณ์ของปัจเจกผู้มีความหลากหลายทางเพศ (LGBTQIA+) เพื่อที่จะสร้างความรู้ความเข้าใจประเด็นเหล่านี้อย่างลึกซื้ง จึงมีความจำเป็นต้องทำความเข้าใจถึงความหลากหลายของอัตลักษณ์และผลกระทบจากภูมิหลังของผู้คนที่ผ่านประสบการถูกบังคับผลัดถิ่นผ่านแนวคิดของอำนาจทับซ้อน (Intersectional)
ศูนย์ภูมิภาคเพื่อสังคมศาสตร์และการพัฒนาอย่างยั่งยืน คณะสังคมศาสตร์ มหาวิทยาลัยเชียงใหม่ (RCSD) และศูนย์สตรีศึกษา คณะสังคมศาสตร์ มหาวิทยาลัยเชียงใหม่ กำหนดจัดการอบรมเชิงปฏิบัติจัดขึ้น ในระหว่างวันที่ 24-26 พฤศจิกายน 2566 ณ คณะสังคมศาสตร์ มีจุดประสงค์เพื่อสร้างความรู้ความเข้าใจเพศภาวะ อำนาจทับซ้อน (Intersectionality) ความหลากหลายของอัตลักษณ์ ความรุนแรงบนพื้นฐานทางเพศภาวะ (Gender-based Violence) แนวคิดสตรีนิยมหลังอาณานิคม (Postcolonial feminism) และการปฏิบัติการในบริบทการถูกบังคับพลัดถิ่น เพื่อช่วยให้ผู้เข้าร่วมได้คิดเชิงวิพากษ์เกี่ยวกับเพศภาวะ อำนาจทับซ้อน (Intersectionality) ประเด็นด้านการเมือง สังคม เศรษฐกิจ หรืออัตลักษณ์ทางวัฒนธรรมที่มีผลกระทบต่อการถูกบังคับย้ายถิ่น/พลัดถิ่น รวมถึงแนวทางออกต่อวิกฤตและปรากฎการณ์การถูกบังคับย้ายถิ่น/พลัดถิ่น
คุณสมบัติผู้สมัคร
การประชุมเชิงปฏิบัติการครั้งนี้เปิดรับผู้สมัครจากไทย ลาว หรือผู้ที่สามารถสื่อสารภาษาไทย เป็นกลุ่มนักวิจัย นักวิจัย นักพัฒนา หรือผู้จัดทำนโยบายรุ่นกลาง และนักศึกษาทั้งระดับปริญญาตรี ระดับบัณฑิตศึกษา ที่กำลังศึกษาหรือจบการศึกษาจากคณะสังคมศาสตร์ (Social Sciences) และมนุษยศาสตร์ (Humanities) หรือสาขาอื่นๆ ที่มีความสนใจหรือประสบการณ์การทำงานในประเด็นเพศภาวะและการบังคับพลัดถิ่น
จำนวนผู้เข้าร่วม 15-18 คน
ทุนสนับสนุน
ผู้เข้าร่วมการประชุมเชิงปฏิบัติการครั้งนี้จะสนับสนุนค่าเดินทางสำหรับผู้เข้าร่วมที่เดินทางมาจากประเทศลาว และมาจากนอกจังหวัดเชียงใหม่ ครอบคลุม ทั้ง ค่าเครื่องบินโดยสาร ค่ารถโดยสารสาธารณะ และค่าที่พัก (จำนวนทุนจำกัด)

ผู้สนใจสมัครการประชุมเชิงปฏิบัติการครั้งนี้สามารถกรอกแบบฟอร์มออนไลน์ตามลิงค์ที่แนบมาด้วย พร้อมกับแนบ Curriculum Vitae ที่แสดงให้เห็นถึงระดับการศึกษาและประสบการณ์ที่เกี่ยวข้อง อีกทั้งความเรียงในภาษาไทยหรือภาษาอังกฤษ (จำนวน 1-1.5 หน้า) แสดงให้เห็นความสนใจในประเด็นเพศภาวะและการบังคับย้ายถิ่น/พลัดถิ่น
Call for Applications: Workshop on Gender, Intersectionality and Forced Displacement (in Thai) 24-26 November 2023, Faculty of Social Sciences, Chaing Mai University

Reports and analyses often provide aggregate figures on forced displacement due to conflict, disasters, climate change, and development projects. These figures overlook the unique experiences of displaced individuals based on their identity and socio-economic factors. While gender-focused analysis is more common, it tends to oversimplify the complex intersection of identities, including race, ethnicity, religion, and socioeconomic status. Reports also frequently neglect the experiences of LGBTQIA+ individuals. To address these issues, an intersectional approach is needed to understand how various identities and backgrounds affect people’s experiences of forced displacement.
The 3-day workshop to be organized by RCSD and the Women’s Studies Center will explore gender, intersectionality, multiple identities, gender-based violence, postcolonial feminism, and agency in the context of forced displacement. The workshop will apply the intersectional approach to forced displacement to help participants grapple with these searching questions: What is gender? What is intersectionality? What are important political, social, economic and cultural identities that have an impact on forced displacement? How can or may we respond better to crises and phenomena of forced displacement?
Details: The workshop will run in Thailand, yet some reading materials will be in English
Application deadline: 29 October 2023
Qualifications: The workshop is open for Thai/Laos speaking applicants. Those should be young & mid-career researchers, development practitioners, policy-makers and graduate students attending relevant undergraduate and postgraduate programs in social sciences and humanities and with interest in gender and forced displacement. As the workshop will be conducted in Thai, participants who can communicate in Thai (both reading and speaking) are required.

Funding
Limited funding is available to provide travel support for individuals traveling from Laos and those coming from outside Chiang Mai, including air-ticket, local transportation, and accommodation.
